A2P (Application-to-Person) Messaging
A2P messaging regulations govern how businesses can send SMS messages to consumers. Moklo handles the complex A2P registration process and ensures ongoing compliance.
10DLC Registration
All SMS campaigns on Moklo use 10-digit long code (10DLC) numbers registered with The Campaign Registry (TCR). This registration process includes:
- Business Verification: Your business is verified through official databases and documentation
- Brand Registration: Your company brand is registered with TCR and assigned a trust score
- Campaign Registration: Each campaign use case is registered and approved by carriers
- Throughput Allocation: Message volume limits are assigned based on your trust score
Carrier Filtering & Deliverability
Mobile carriers actively filter messages that violate A2P guidelines. Moklo's compliance engine prevents common violations:
- • Prohibited content detection (cannabis, debt collection, high-risk financial services)
- • SHAFT compliance (Sex, Hate, Alcohol, Firearms, Tobacco restrictions)
- • Phishing and fraud pattern detection
- • URL shortener restrictions and link validation
- • Message length and formatting optimization
TCPA (Telephone Consumer Protection Act)
TCPA is the primary federal law governing telemarketing calls and text messages in the United States. Violations can result in fines of $500-$1,500 per message.
Consent Management
Moklo maintains comprehensive consent records for all prospects:
- • Consent Capture: Documents how and when consent was obtained
- • Consent Type: Tracks express written consent vs. implied consent
- • Consent Scope: Records what types of messages the prospect agreed to receive

Opt-Out Processing
TCPA requires immediate opt-out processing. Moklo automatically:

Accurate Header Information
From, To, and routing information must be accurate and identify the sender
Non-Deceptive Subject Lines
Subject lines must accurately reflect the content of the message
Commercial Message Disclosure
Messages must be clearly identified as advertisements when appropriate
Physical Address Requirement
Must include valid physical postal address of the sender
Opt-Out Mechanism
Clear and conspicuous unsubscribe link in every email
Prompt Opt-Out Processing
Unsubscribe requests must be honored within 10 business days
RVM (Ringless Voicemail) Compliance
Ringless voicemail operates in a regulatory gray area. While RVM doesn't technically "call" the recipient (it deposits messages directly to voicemail), Moklo applies conservative compliance standards:
- • Consent Requirement: We require the same consent standards as SMS and voice calls
- • Opt-Out Mechanism: Every RVM includes a callback number for opt-out requests
- • State-Specific Rules: Automatic blocking for states with restrictive RVM regulations
